of the Cancellation of World Debt Campaign
Focus on lobbing around the time of CHOGM MEETING BRISBANE
4-8 October 2001
CHOGM
in Australia will involve 54 Heads of Government, 1500 government
officials and about 1000 media. As host of this year's CHOGM
meetings, Australia has a strategic opportunity to influence
the debate on debt. The Commonwealth is a forum where many
Highly Indebted Poor Countries (HIPC) debtors sit alongside
more wealthy creditors. It is hoped that the members of the
Commonwealth can develop a strong critique of the current debt
relief mechanisms. Such an outcome could impact debt debates
among the IMF, the World Bank and the G7. Specifically Canada
and the UK, the two Commonwealth members of the G7, have so
far both taken a lead on debt cancellation in international
debates; by actively working with these and other countries,
Australia can play a real part in getting a better deal on
debt.
CHOGM
is also a crucial education opportunity. Many Heads of Government
within the meetings will be talking openly of the failure of
the HIPC Program to allow real attempts at alleviating poverty.
This is a great opportunity to amplify their voice to the broader
audience of the Australian public and the world. It is also
a fantastic opportunity for the 'people power' of thousands
of Australians to bring about change. With a focused, clear
and peaceful presence, our campaign to 'drop the debt' will
have a moral force CHOGM simply cannot ignore.
